Description of Job

Work Unit

The Operations Program exists to provide services to the management and staff of the Water Quality Control Division (WQCD). The program consists of the Fiscal Services Unit, the Communications and Special Projects Unit and the Business Services Unit. The Business Services Unit determines and implements information technology policy for the division; implements department and state-wide information technology policies throughout the division; performs project management over a variety of projects; responds to public inquiries; responds to program needs in the areas of purchasing and contracting of information technology goods and services; performs file management on both the division's hard and electronic files; manages maintenance on program equipment and software; and maintains Geographical Information Systems (GIS) spatial data coordination and support.


Job Duties

This position provides technical expertise relating to improving processes, data, and data systems for the Water Quality Control Division. The role performs complex duties relating to designing and implementing data management systems, report development, and ensuring conformance with software best practices, including API-driven architectures and low/no-code solutions, such as Salesforce. This position will capture requirements, document solutions, and champion the current and future use of technology systems.

Date Management III (H1D3XX) - Concept of Class
This class describes the fully operational professional. Positions operate independently in performing the full range of professional tasks. Work requires the use of discretion and creativity within limits of theory and principles of the profession, management’s program objectives, law and regulations, and general systems and guidelines. Judgment is used in the adaptation and skilled application of guidelines to solve the full range of problems related to the assignment. An employee in this class must anticipate and analyze the impact and consequences of decisions made. Positions may serve as a resource to others or a specialist in the professional field.

NOTE: An applicant may meet the minimum qualifications for this job in one of three ways: They may qualify through their work experience alone or through a combination of education and work experience.

Six (6) years of professional experience in data management or analysis and management of business processes and systems.

OR

Graduation from an accredited college or university with a bachelor's degree in business, information technology, management, accounting, public administration, or a related field
AND
Two (2) years of professional experience in data management or analysis and management of business processes and systems.


OR

Substitutions:
Additional education in business, information technology, management, accounting, public administration will substitute for the required experience on a year-for-year basis.


Preferred Qualifications
In addition to the minimum requirements, the successful candidate in this position will have the following experience and essential competencies:
  • Knowledge and experience with Salesforce systems

  • SQL database experience

  • Relevant years of State service shall be considered

  • Amazon Web Services (AWS) experience
  • Application Programming Interfaces (API) experience
  • Problem solving talent
  • Ability to ensure that work performed meets standards for timeliness, accuracy and completeness
  • Keen attention to detail
  • Ability to self-motivate
  • Ability to work well independently as well as in/with a team
  • Strong verbal and written communications skills and effective listening skills
