This unit drives and provides consultative services for organizational success by strategically aligning workforce capabilities with business goals, fostering a positive and productive workplace culture, and managing the entire employee lifecycle – from recruitment to retirement – to maximize performance and retention. It mitigates risks through compliance, manages labor cost calculations and compression considerations, and empowers talent development. Consultation services include benefit administration; compensation; employee and labor relations; exam development; HR policy development; job analysis; job evaluation and classification; organizational development; New Employee Orientation; performance management; interpretation of CDHS HR policy, state personnel rules, state and federal employment laws; risk mitigation and compliance; progressive discipline; records management; recruitment; responding to grievances, appeals, charges of discrimination; organizational design; employee retention; selection and selection appeals; employee settlements; strategic planning and overall HR guidance to CDHS senior leadership, executive leadership, appointing authorities, managers, supervisors and employees. This unit also serves as the primary liaison for CDHS with the Department of Personnel and Administration and Colorado WINS.

Princeton Circle, Bldg. #3Denver, CO 80236Please note: Work arrangements are subject to change at any time.What you will be doing:The purpose of this position is to ensure that HR strategies align with unique and sometimes competing organizational objectives, strategies, initiatives, and culture. This position works with other HR Specialists on compensation and special projects. This position provides proactive HR consultation to assigned customers throughout the organization on compensation analysis and recommendations
Duties:
Compensation, Planning, and Analysis -- Responsible for making pay recommendations for new hires, promotions/reallocations, demotions, and transfers while managing the compensation structure and process to ensure that it aligns with DPA policy and practices.
- Establishes a framework for applying compensation rules and practices consistently across CDHS.
- Works closely with client groups on processes for in-range salary movements, compensation awards, temporary pay differentials, and signing and/or referral bonuses.
- Conducts compression analysis to identify compression issues and determine potential compression increases for client groups.
- Conducts Equal Pay analysis on staff and current compensation.
- Ensures proper implementation of compensation philosophy and process for CDHS.
- Analyzes and communicates preferred methods and best practices for compensating employees.
- Research situations regarding compensation matters to provide clarity for resolution while giving consideration to historical practices, precedents, similar situations, etc.
- Research employee and management complaints as they relate to pay discrimination (Equal Pay for Equal Work Act).
- Stays informed of rule changes, Colorado Department of Labor & Employment (CDLE) guidance, and DPA technical guidance.
- Participate in the development, writing, editing, and modification of compensation policies, guidelines, and procedures.
- Participates in meetings with COWINS and Program leadership as needed.
Client Training and Quality Assurance -- Responsible for reviewing compensation recommendation requests and updating, inputting data on the compensation tracking sheet for all assigned client groups.
- Work closely with HRBPs of the assigned client group to ensure the accuracy of information being entered into and reviewed within eClearance by the client group's end users.
- Ensures document retention by saving compensation documents to appropriate folders.
- Updates compression and equity tracker regularly, and ensures appropriate approvals are obtained for pay adjustments.
- Deliver training to assigned client groups and other HR Professionals as appropriate.

Minimum Qualifications:
Six (6) years of experience in positions performing highly detailed analytical tasks such as compensation analysis, compliance, quality assurance, data analysis, HR, and/or records management with accuracy
At least two (2) of those years must include full-time professional experience in performing Human Resources functions as your primary assignment
OR
Education and Experience:
A combination of related education in Human Resource Management, Business Administration, Education, Psychology, Communications, or another related field, and experience in a position performing highly detailed analytical tasks such as compensation, compliance, quality assurance, data analysis, HR, and/or records management with accuracy
Two (2) or more of those years must include full-time professional experience in performing Human Resources functions as your primary assignment
The combination of related experience and education must be at least six (6) years.
Preferred Qualifications:
Human resources experience in a state or local, public-sector environment
Knowledge of compensation administration principles and procedures
Knowledge of federal and state wage and salary laws and regulations
Excellent organizational skills, problem solving skills, critical thinking skills and strong customer service skills.
Demonstrated ability to engage, advise, and present critical compliance insights to senior leadership and executive stakeholders
Proven ability to interpret, apply, and strictly follow complex technical guidance, standard operating procedures (SOPs), and employment laws (e.g., Equal Pay for Equal Work, FLSA, ERISA, EEO).
Hands-on experience establishing or maintaining records management systems, conducting regular data/file audits, and ensuring strict data integrity and confidentiality.
Demonstrated experience digging into complex reports, with the ability to accurately and efficiently interpret, compile, and synthesize data into actionable insights.

Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications.
