DEFINITION
The Crime Analyst performs systematic analytical work to provide timely, accurate, and actionable information related to crime patterns, trends, series, and emerging issues. This information assists operational and administrative personnel in planning resource deployment for the prevention and suppression of criminal activities, supporting the investigative process and increasing apprehensions and case clearances. This position supports the Police Department operations and administration by collecting, validating, analyzing, and interpreting data from RMS, CAD, and other internal or external sources. The Crime Analyst prepares reports, maps, bulletins, dashboards, and briefings that guide investigations, patrol strategies, resource deployment, problem-oriented policing, and long-range strategic planning. This position must work well independently and with teams, while providing excellent, respectful customer service and human relations skills, which support the City of Brighton's mission and values.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from a Police Records Manager. May provide limited supervision to volunteers and temporary employees.

EXAMPLES OF ESSENTIAL RESPONSIBILITIES AND DUTIES
Tactical and Investigative Analysis

Identifies existing or evolving crime patterns, crime series, hotspots, repeat locations, near repeat patterns, modus operandi, and potential suspect linkages to forecast future crime occurrences. Provides analytical support to detectives and specialized units to assist in case development and clearance. Develops target profile analysis identifying preferences of suspects and targets for crimes. Creates timely BOLOs and intelligence bulletins summarizing suspect/vehicle descriptions, patterns, timelines, and investigative leads
Strategic and Operational Analysis. Provides information concerning crime rate changes and forecasting long-term public safety related activity. Analyzes activity to support problem solving, intervention and reduction efforts. Supplies information for manpower and resource allocation, redistricting, budgeting and administrative planning. Data Management, Tools, and Visualization
Develops and maintains systems to collect, collate, analyze and disseminate crime activity data, including frequency and modus operandi factors. Uses computer databases, GIS mapping, spreadsheets, desktop publishing, word processing, and statistical applications to manipulate, analyze and present data.
Collaboration and Communication
Works collaboratively with other law enforcement agencies and task forces to share intelligence. Provides outstanding customer service to internal and external parties.
Policy, Compliance, and Professional Development
Ensures compliance with CJIS, CCJRA, CORA, privacy standards, and internal Police Department policies. Maintains knowledge of crime analysis tools, technologies, and best practices; participates in training and professional development. Performs other duties and responsibilities as assigned.

QUALIFICATIONS
Knowledge of:
Law enforcement operations, procedures, and investigative processes. Crime analysis principles, statistics, quantitative and qualitative analysis; and demographic and social variables affecting public safety. English usage, spelling, grammar and punctuation. NIBRS, CCIC/NCIC, Colorado criminal codes, and regional crime trends.
Ability to use tools and equipment: computers, telephones, copiers, scanners, GIS software, RMS and CAD systems, digital intelligence tools, databases, printers, and general office equipment.
Skills:
Proficiency with RMS, CAD, statistical analysis tools, GIS mapping software and Microsoft Office applications. Professional and technical writing practices; ability to prepare and present clear, concise reports. Customer service and effective communication. Clear, concise orally and written communication.


Ability to:
Prepare, organize, and present data for analytical purposes in statistical reports or other formats. Identify complex problems, evaluate options and implement solutions. Interpret and analyze quantitative and qualitative data. Use logic and reasoning to identify the strengths and weaknesses of alternative solutions or approaches to problems.

Compile and analyze data and develop sound recommendations.

Handle confidential and sensitive information appropriately.

Work collaboratively with Police Department and City personnel.

Work independently with minimal supervision and collaboratively in team environments.

EDUCATION AND EXPERIENCE
Minimum Qualification
Bachelor’s or associate’s degree in criminology, Criminal Justice, Computer Science, Statistics, Psychology, Sociology or related field preferred
One (1) to three (3) years of experience in conducting statistical research, crime analysis, intelligence analysis, data analysis or related field
A combination of education and relevant experience may be considered.
Preferred Qualifications
Prior experience in a municipal police department, sheriff’s office, or public safety environment.
Experience with SQL, Python, R, Tableau, Power BI, or other advanced analytics tools.

PHYSICAL REQUIREMENTS
Work is sedentary and requires sufficient physical stamina and strength for:
Constant sitting; occasional walking through a multilevel facility
Frequent standing; occasional extended standing
Frequent squatting, reaching above shoulder, twisting and lifting materials; occasional bending, kneeling, climbing, balancing and reaching below shoulder
Constant light grasp, fine manipulation, handling; occasional firm grasping
Ability to move, lift, carry, of push/pull up to 20 pounds
Ability to retrieve information from various office locations
Exposure to periods of high activity and stress
Frequent communication with department staff, City employees, and outside agencies

SPECIAL REQUIREMENTS
Possession of a valid driver’s license with a safe driving record
Must maintain CJIS certification and pass Police Department background checks.
Complete FEMA ICS 100 and IS 700 training within six (6) months of hire
Must maintain confidentiality and comply with all City and Police Department policies.
Regular and reliable attendance is required.
Participation in City required training, including safety training, is mandatory.
Bilingual English/Spanish preferred

Successful completion of a thorough background investigation
Background investigation includes employment references, criminal history, driver's license record, fingerprint check and truth verification by CVSA (Computerized Voice Stress Analysis)
